Médecins du Monde recrute un coordinateur du soutien administratif (H/F), Ethiopie

 

 

Context :

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 35 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

Based on the assessment findings carried out by MdM France and MdM Germany in the Somali region, an emergency project has been developed, aiming at the humanitarian needs in the Nogob Zone caused by ongoing drought and conflict in the area.

The project has started in July 2019 (24 months duration, extension possible depending on the context).  With fundings from German Foreign Affairs Office (GFFO), MdM is implementing several health activities in and around the village of Gerbo, Somali Region, focusing on SRH, BEmONC and prevention of epidemics, whereas a local partner NGO is focusing on Nutrition and WASH in Nut activities.

The progamme is a joint MdM network project between MdM France and MdM Germany.

 

Tasks and responsibilities :

Under the supervision of the general manager, you support the Ethiopia mission in day to day HR, financial and administrative tasks. Once local administrative coordinator will be recruited, train her/him and mentor on MdM procedures and donors/partners follow up.

Based on the findings of the HR visit in March and on an analysis of current HR procedures gaps, with the support of HR department in HQ undergo a thorough revision of HR guidelines, procedures and function grid.

You are in contact with technical adviser: HQ finance officer and HR officer.

Your main responsibilities are to :

  • Support to the administrative team on a daily basis ;
  • Design train plan for new administrative coordinator ;
  • Mentor of new administrative coordinator on: MdM procedures and accounting, budget follow-up, grants’ follow-up, partners’ follow-up, key HR and administrative procedures ;
  • Support new administrative coordinator in budgeting for new proposals and drafting of financial reports for existing grants ;
  • Upgrade accounting and BFF monthly (in support of administrative coordinator once recruited) and follow up with operation coordinators and budget holders ;
  • Revise and supervise implementation of money security procedures ;
  • Plan and implement revision/drafting of key HR procedures/guidelines/policies (CoE, Internal Regulations, seniority policy, hardship allowance, etc.) ;
  • Undergo a revision of the existing function/salary grid in cooperation with the new administrative coordinator and HR department in HQ.

Gross monthly salary: 2845 euros

  • Expatriation bonus (10% gross salary per month) ;

Skills and experience needed :

  1. Master degree mandatory ;
  2. At least 2 years of humanitarian missions experience as an adminitrative coordinator ;
  3. 1 year with Médecins de Monde in an international mission ;
  4. Strong knowledge in training and support ;
  5. Experience in finance management and administration ;
  6. Ability to work quickly, under pressure and with short deadlines ;
  7. Technical skills in: Security, supply chain, stock, team management, IT ;
  8. Must demonstrate flexibility to adapt to changing requirements ;
  9. Experience in capacity building and trainings ;
  10. Excellent communication skills, listening and diplomacy skills ;
  11. Ability to listen, provide guidance and foster good team dynamic ;
  12. Pedagogy and organizational skills ;
  13. IT: good knowledge of Pack Office (word, excel, outlook) ;
  14. Languages: English fluent ;
  15. You are committed to MdM’s values as an organisation and motivated by its non-statutory, NFP model.
