PURPOSE OF THE POSITION

 

The purpose of this position is to implement portfolios of program/project Monitoring, Evaluation, Accountability and Learning (MEAL) processes, as well as MEAL related capacity building of relevant staff, and contribute to knowledge management processes.

 

Monitoring, Evaluation, Accountability and Learning Coordinator function aims at:

  • Leading MEAL system implementation including monitoring, accountability initiatives, support evaluations, compile lessons learnt;
  • Enhancing the quality of programming through aligning Technical approaches to World Vision’s Child Well-being Framework and Compendium of indicators;
  • Ensuring the alignment with WVI quality standards for design, monitoring and evaluation;
  • Enabling a proper framework and resource for evidence-based knowledge management within a program and across the NO;
  • Guide evidence building for the purposes of resource acquisition;
  • Participate in grant design process through alignment of grant proposal to relevant indicator framework

 

 

 

MAJOR RESPONSIBILITIES

 

  1. Assessment, Monitoring Evaluation and Accountability of WVG programs and projects

 

  • Ensure that WVG have in place a, Monitoring, Evaluation and Accountability system (comprehensive log frame, M&E plan and indicator tracking table, data collection tools, information flow, reporting and review) consistent with the WV M&E framework, as appropriate, and in accordance with specific donor requirements including Abkhazia Portfolio;
  • Participate in planning for, compilation, and writing of the WVG national strategy, operational plans, annual report and other periodical program documentation;
  • Compile documentation and information necessary to facilitate strategic planning in WVG;
  • Provide support to writing and submission of grants proposals to donors. Keep informed of the non-funded sections of the program.

 

  1. Monitoring and Evaluation

 

  • Provide effective, accurate and timely monitoring, evaluation and reporting of all project activities including Abkhazia Portfolio;
  • Lead the project routine monitoring and annual monitoring survey processes, baselines and evaluations including review of methodologies, data collections protocols, instruments, data tables and draft reports for all WVG projects (Including Abkhazia office);
  • Conduct regular monitoring visits to programs and provide detailed monitoring reports;
  • Monitor compliance with WV International Operations Audit standards during the quarterly monitoring;
  • Assist programme/project managers in developing Terms of Reference and develop programme/ project evaluation designs;
  • Support National Strategy Evaluation and Landscape assessment for new strategy elaboration;
  • Conduct and/or assist in conducting programme/project evaluations;
  • Where specified by ToR, support preparation of evaluation reports for programmes/projects evaluated;
  • Support EET with evidence based materials – reports, infographics, etc;
  • Undertake other duties within his/her competence related to MEAL as assigned by Manager.

 

 

  1. Capacity Building and Knowledge Management

 

  • Provide DME-related capacity building for relevant WVG staff;
  • Ensure effective knowledge management within WVG;
  • Support in development of semi (annual) monitoring analysis;
  • Provide periodic review of projects’ management reports and associated processes to identify challenges and lessons learned, and share them within and across the  Teams;
  • Support in development of evaluation learning analysis;
  • Support Horizon implementation within the NO.

 

 

REQUIRED QUALIFICATIONS

The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training:

 

Education:

University degree/background in Social Sciences or other related field with a strong M&E component

 

Knowledge & Skills – Essential:

 

  • Proven knowledge of project cycle elements, M&E systems design and management
  • Strong analytical and problem-solving skills
  • Fluent verbal and written communication skills in English and Georgian (Ability to express ideas clearly and effectively, both in spoken and written English and Georgian)
  • Demonstrated ability to transfer knowledge through informal and formal methods
  • Strong interpersonal skills, ability to work in a team and cultural sensitivity
  • Strong capacity building and facilitation skills
  • Excellent organizational and time management skills
  • Computer proficiency and proven knowledge of MS Office (word/excel processing, database, spreadsheet and graphics presentations), data management and analysis software such as SPSS
  • Understanding of the workings of major donor agencies
  • Commitment to World Vision Core Values, Vision and Mission Statement

 

Experience – Essential:

  • At least 5 years’ working experience in M&E field (Proven track record)
  • Experience in program design, proposal and report writing
  • Demonstrated experience in developing assessment tools (e.g. questionnaires, focus group discussions), data collection methods and analysis
  • Familiarity with M&E requirements of major donors such as EU, UNHCR, etc
  • Experience in research

 

 

Work Environment:

Willingness to be flexible with hours when necessary and ability to travel locally up to 30% of time.
