BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP Corporate Finance Division embarked on a transformative journey away from the traditional back-office & transactional-focused role towards a more analytical, innovative, data-driven, and forward-looking proactive Finance function. Finance is a strategic partner for all WFP’s operational functions and performance driver of WFP’s financial management and control, and a key enabler for operational delivery as affirmed by the outcomes of a comprehensive advisory study of the function completed by PwC in 2019, which has formed the basis of the five years divisional ‘Finance Strategy 2024’.

Operating Efficiency has been identified as one of the key areas for improvement by way of the establishment of a more centralized accounts payable process, the Global Payment Solution (GPS), within the context of efficiency gains to ensure process simplification in line with WFP’s Digital Transformation and Simplification, Effectiveness & Impact corporate priorities.

GPS aims to lift and shift of the HQ Accounts Payable function and consolidation of at least 70% of field offices’ AP functions to centralized location.

The purpose of this assignment is to strengthen technical business analysis capacity to scale up GPS strategical finance digital transformation initiative.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Under the guidance of the Team Leader, the Business Solution Analyst will provide strategic business revision services in the set-up of GPS. The scope of the service includes the following:
  2. Support Team Leader with the successful initiation, planning, design, execution, monitoring, controlling and roll-out of GPS project.
  3. Work closely with the business units process experts and sister agencies to gain in-depth understanding of customer’s business strategy, processes, services, roadmap, and the context in which the business operates.
  4. Provide support in defining the process policies, standard operating procedures, and terms of reference for set up the GPS model; support the project strategies, through contributing to the development of strategically aligned financial policies and rules.
  5. Identify opportunities to improve efficiency and ensure return of investment; partnering with internal and external customers to ensure policies meet the long-term business strategies.
  6. Support continual review of assigned business processes from end-to-end to identify and address operational and financial risks; identify, create, and facilitate process design changes by conducting business and process analysis developing process improvements or re-engineering, recommending elimination, and assessing business process inefficiencies.
  7. Propose innovative solutions to achieve project goals, develop and implement improvements to financial policies and procedures in order to improve efficiency and effectiveness of operations, minimize risk, and align services with project objectives.
  8. Create and maintain project schedules by developing project plans and specifications, estimating time and resources, monitoring milestone completion, tracking all phases of the project lifecycle, providing timely reporting of issues that impact project progress, coordinating actions and resolving conflicts.
  9. Facilitate training with trainers and business users.
  10. Where necessary, ensure that disbursements, clearance of receivables, are performed regularly and in accordance with project requirements.
  11. Any other duties that are consistent with the position as the Team Leader may require.

DELIVERABLES AT THE END OF THE CONTRACT:

Produce Business Analysis Plan, Business Requirements Specification, Functional Specification, UAT scenarios.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Advanced University degree in Finance, Business Administration, Accounting, or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses;

Experience:

At least 4 years of experience in financial management, in particular accounts payables, treasury and related business processes, such as invoices, payments, cash management;

Knowledge and Skills:

Deep understanding of UN system policies, rules regulations and procedures;

Deep understanding WFP financial processes and relevant policies;

Good knowledge of all SAP Financial modules, in particular Accounts Payables, Tresury, Bank Communication Manager, and their integration with Travel, Procurement and HR modules;

Excellent overall technical and analytical skills, critical reasoning and strong problem solving skills;

Managed and led or worked with multicultural teams with related areas of expertise

Accountability, moral integrity and high standard of professional ethics.

Language:

Fluency in oral and written in English
