BACKGROUND AND PURPOSE OF THE ASSIGNMENT

This vacancy announcement is for a Roster of Consultants with experience in Data Analysis, Management Accountability, reporting to Governing Bodies and/or Internal Control.

This position is located in the Enterprise Risk Management Division of the World Food Programme’s Headquarters in Rome, Italy. The Consultant will be assigned to the Internal Control and Management Oversight Branch (EMRC), and to the Management Accountability Unit (MAU) which leads an annual internal control self-assessment process, monitors and reports on management action to address oversight recommendations, and prepares governing body reports including the Executive Director’s Statement on Internal Control.

Given the current travel restrictions due to COVID-19 the incumbent may start working remotely if needed, but is expected to transfer to Rome, Italy as soon as feasible.

This vacancy announcement is for a roster of consultants to carry out duties including the below:

 

 

KEY ACCOUNTABILITIES (not all-inclusive)

Under the general supervision and guidance of Head of Unit, MAU or other MAU personnel, the consultant will be responsible for the following duties:

  • Carry out data analysis to identify trends and provide inputs for reports, briefings and memos for WFP governing bodies and senior management on internal control and oversight matters;
  • Assist with the monitoring and follow-up of oversight recommendations and agreed actions from Internal Audits, Inspections, Proactive Integrity Reviews, etc., maintaining effective relationships with WFP recommendation owners and other team members;
  • Contribute to the development and regular updates of a database of oversight issues to facilitate monitoring and reporting, perform data quality assurance checks;
  • Support organization-wide follow-up on outstanding recommendations by participating in organizational initiatives and/or mid-year and year-end internal oversight recommendations and agreed actions exercises;
  • Contribute to reports on oversight matters for the Audit Committee (AC) and Senior Management Group (SMG);
  • Assist with the oversight recommendations mapping to the key areas of significant risk identified;
  • Draft high-level reports, briefings and memos for WFP governing bodies and senior management on internal control and oversight matters;
  • Participate in organizational capacity building by assisting with the development of internal control principles and tools, learning solutions, trainings and learning resources;
  • Drafting and/or review Standard Operating Procedures to promote knowledge transfer of the main processes, roles and responsibilities within the team;
  • Serve as unit focal point/editor for the corporate intranet and develop advocacy content (e.g. collections, articles, pages) to promote the division’s messaging on risk management and internal control;
  • Support the development of slides, talking points and management briefing material;
  • Other as required. 

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced university degree in Data Science, Project Management, Accounting, Finance, International Relations, Business Administration, Economics, Management, Statistics or related field.

Experience:

  • At least 2 years relevant experience in data analysis, reporting, compliance, internal control, management support, donor partnership, audit,  risk management, business administration or related field.
  • Prior experience in writing for governing body and/or senior management audiences is desirable.
  • Prior experience in cross-functional collaboration and engagement with multiple stakeholders is desirable.

Languages:

  • Fluency (level C) in English language. Intermediate knowledge (level B) of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.

Knowledge & Skills:

  • Strong analytical, evaluative, problem-solving and time & priority management skills;
  • Advanced level of knowledge and previous experience with Excel; capacity to work autonomously with this tool (knowledge and experience with Tableau will be considered an asset);
  • Demonstrated ability to draft documents that are clear, concise and adapted to context and audience;
  • Ability to process and synthetize complex information and provide relevant summaries to inform decisions;
  • Tact and high degree of discretion and confidentiality;
  • Sensitivity to the needs of stakeholders including donors and organizational management to engage in cross functional tasks;
  • Ability to establish effective working relationships with persons of different national and cultural backgrounds;
  • Commitment to the highest standards of integrity and professionalism; resourcefulness, initiative and good judgement;
  • Practical knowledge of internal control and oversight frameworks, standards and principles;
  • Knowledge of UN/WFP governance, organizational structures, strategy and major initiatives; Understanding of UN/WFP rules, regulations and policies is desirable.

WFP offers a competitive compensation package which will be determined by the contract type and selected candidate’s qualifications and experience.
