The role
Reporting to the Head of the MENA division or her/his designee, the Principal Programme Manager MENA Division will support the development and strengthening of DCAF engagement in the MENA region.

Tasks include (but are not limited to):
• Identify and develop new entry points for process-related engagement in the MENA region;
• Provide strategic advice and guidance to the MENA teams on developing and consolidating process-related engagement in existing programs;
• Provide support to MENA teams on facilitation of high-level dialogues and stakeholders engagement;
• Within the MENA division identify and propose knowledge development opportunities and needs, as we as lead, contribute to and coordinate research and knowledge development efforts;
• Conduct regular analyses on political developments and conflict dynamics in the MENA region and provide strategic policy advice to senior management;
• In coordination with the Donors’ relations and program development manager, support donors relations;
• In coordination with the Donors’ relations and program development manager, advise country teams on proposals’ development, and reporting;
• In coordination with country teams, identify and develop proposals for region-wide (including sub-regional) initiatives;
• Lead on lessons learned, both thematically and in terms of cross-learning between country programmes, and develop and monitor expertise sharing mechanism within the MENA division;
• Prepare background summaries, talking points, presentations and other documents as requested.
• Support country teams in establishing and maintaining network and strategic engagement with both national counterparts and international partners;
• prepare the ground for highest-level contacts and cooperation between DCAF and stakeholders;
• In complementarity/coordination with country teams, represent DCAF at external events as appropriate;

Minimum requirements
• 9+ years’ experience in the peace, security, or related fields, of which at least 5 years working directly in the MENA region;
• Excellent political analysis of the MENA region;
• Knowledge of current thinking on peacebuilding issues and methods; and demonstrable ability to anticipate emerging needs and integrate them swiftly into priority programme setting;
• Familiarity with DCAF’s areas of expertise (SSR/G);
• An advanced degree in development, security, international relations, business management, public administration or other relevant area of studies;
• Proven ability to communicate, negotiate and work with high level executives, government officials, and non-governmental and multinational organisations;
• Ability to work in a multicultural environment successfully and to demonstrate gender responsive and non-discriminatory behavior and attitudes;
• Excellent English and Arabic (both written and spoken) – knowledge of French would be an asset;
• Strong planning and analytical skills;
• Proven experience in fundraising;
• Flexibility, including availability for frequent missions abroad.
