Purpose:

By developing and offering targeted financial products to our intermediaries, such as banks, guarantee and leasing companies, micro-credit providers and private equity funds, EIF enhances SMEs access to finance. Either we carry out our activities using our own resources or those provided other third parties through mandates assigned to the EIF.

You will assume responsibility for the development of EIF activity by raising additional resources and managing existing relationships with public authorities in the Member States.

Responsibilities include the management of the existing mandates and preparation and development of new mandate opportunities for the Department.

Operating network:

You will report to the Head of Division and will work in close collaboration with other EIB Group services, the European Commission and National Authorities.

Responsibilities:

At a level commensurate with your experience and seniority, you will:

•        Develop, secure and implement the mandate relationship with the relevant authorities;

•        Originate and develop new business opportunities and products in the debt and guarantees area within EIF remit and according to its strategy and mission;

•        Coordinate the internal mandate development process at EIF in close cooperation with other EIF departments;

•        Work closely with the relevant EIB Group staff with the aim of developing joint mandates;

•       Carry out analysis of the implementation and regulatory framework applicable to the European Structural and Investment Funds (ESIF), Recovery and Resilience Facility (RRF), and other sources of finance;

•     Maintain existing and establish new contacts so as to develop a strong network, in the relevant geography, with external parties entrusting resources to the Fund such as the European Commission, National Promotional Institutions and local development agencies, relevant Member States and Regions as well as other business partners;

•       Support transaction implementation process under mandates managed ensuring the necessary interface and compliance with applicable mandate requirements;

•       Participate in various horizontal tasks across the EIB Group going beyond the strict boundaries of own domain, in order to facilitate the execution of relevant business. This will include the ability to understand other EIB Group products and seek out opportunities to introduce relevant players to the Group when suitable.

•        Develop and ensure delivery of Business Plan in close cooperation with the Head of Division or Mandate Manager.

Qualifications:

  • University degree, preferably at postgraduate level, in Law/Economics/Finance or a related subject;
  • At least three (3) years of post-graduation for the post of Mandate Officer, at least five (5) years for the Senior Mandate Officer and similarly at least ten (10) years for the Principal Officer position (after having obtained your initial university diploma) of relevant professional experience in a similar position or at same level of responsibility;
  • Good knowledge of financial instruments for SMEs;
  • Good knowledge and understanding of EU regulations in the domain of regional development especially ESIF and RRF Regulation;
  • Additional prior experience in any – or combination – of the following is required for the Mandate Manager role and would be considered an advantage for the Mandate Officer role:
  • implementation of financial engineering instruments targeting SMEs;
  • management of relationships with public authorities in the area of entreprenuership;
  • regional development issues and policies, legislation at national and/or EU levels;
  • structuring and implementation of ESIF or other European/regional programmes focused on entrepreneurship;
  • Excellent presentation and drafting skills;
  • Fluency in English, knowledge of other languages would be an advantage.
