Purpose

In this role you will design, drive, plan, execute and evaluate complex IT projects related to budgeting, procurement, travel & expenses and general accounting supported by the Enterprise Resource Planning (ERP) solutions to ensure the organisation’s functional and technology needs.

Operating Network

The Financial Control & Procurement Systems Unit provides and maintains IT solutions for budgeting, travel & expense, procurement, and accounting mainly running on Oracle PeopleSoft Financial Management Solutions (FMS). The team offers services starting from business analysis, project management, development, maintenance and production support.

You will report to the Head of Unit and typically manage complex IT projects (or programmes) exceeding 500k €. The project team(s) under supervision will be of variable size and composed of internal and external staff from both IT and business representatives.

Accountabilities

  • Lead the product development teams, solve issues, monitor project progress, budget and scope, control deadlines and delivery;
  • Ensure that IT policies and initiatives are implemented, and key operational processes run in the most effective and efficient way;
  • Take project management responsibilities to deliver complex/large projects and coordinate with business users and other IT technical teams;
  • Take ownership of the preparation of business cases and project charters in collaboration with counterparts from business and IT;
  • Propose and design technical solutions consistent with business requirements;
  • Take responsibility for carrying out development and maintenance of the for the deployment of new or modified systems;
  • Prepare and maintain detailed documentation to satisfy operational and audit needs;
  • Provide technical expert advice and recommendations on information management solutions.

Qualifications

  • University degree preferably in computer science;
  • Minimum of 5 years of relevant experience in the design, development and implementation of business-related information management systems, of which minimum of 2 years based on Oracle PeopleSoft FMS;
  • Experience in coordinating technical and multicultural teams;
  • Proven record of project management success, both in results achieved and in use of methodologies; certification in Prince2, PM2 or PMP/PMI will be an advantage;
  • Proactive in developing and implementing strategies that significantly mitigate risks;
  • Knowledge of market trends and developments in the IT sector;
  • Excellent knowledge of English and/or French (*), with a good command of the other Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire.  As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development.  Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process).  Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).  The Bank offers appropriate training support.
