  1. The Government of Malawi has received financing from the African Development Bank (AfDB) hereinafter called the Bank towards the cost of the Support for Digitalization, Financial Inclusion and Competitiveness Project (DFIC) and intends to apply part of the proceeds towards payments under the contract for DEVELOPMENT OF AN OPERATIONS PROCEDURES MANUAL FOR THE DFIC PROJECT.
  1. The main objective of the consultancy is to develop an Operations Procedures Manual that details and formalizes the operational procedures and guidelines for the DFIC Project with the aim of improving operational efficiency, effectiveness, transparency and accountability for procurement of goods and services, training, and consultancies (as applicable); financial management (planning, budgeting, accountability and recording, internal controls, reporting and auditing); disbursements; monitoring and evaluation; progress reporting and relations with stakeholders (including outlining the main roles and responsibilities of the stakeholders).
  2.  The scope of consulting services is as described below: The manual is expected to detail policies and procedures, including specific methods, where applicable, to be adopted on a day-to-day basis by the PIU with respect to the above-mentioned activities and functions. With due care and regard to internal controls, rules and procedures as well as related financing agreements, the manual is expected to detail responsibilities, stages and lead times in the context of the foregoing institutional arrangements. The manual shall thus also help in the process of monitoring and overseeing the implementation of activities.

The Ministry of Finance and Economic Affairs through Support for Digitalization, Financial Inclusion and Competitiveness now invites individual consultants to submit their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills).
  1. Interested individual consultants must provide information with evidence that they are qualified and experienced to perform this assignment. For this purpose, documented evidence of recent and similar services shall be submitted. In addition, they should include a proposal for undertaking the assignment along with financial proposal including the reimbursable costs for report production, manual production, transport and any other associated costs.
  2. A Consultant will be selected in accordance with Individual Selection method set out in the Procurement Guidelines of African Development Bank Group Open Competitive Bidding (National) as specified in the “Bank’s Procurement Framework for Bank Group Funded Operations” and is open to all eligible bidders as defined in the Procurement Framework.
