Duties and Responsibilities

Within this framework, and under the direct supervision of the Legal Adviser, the incumbent will perform the following duties:

  • Assist with conducting in-depth legal research and analysis of questions related to reparations and assistance for victims;
  • Assist in the drafting of legal submissions, progress reports and, when the case arises, speaking notes for hearings, in the cases at the reparations stage, including in the Ntaganda case;
  • Assist the TFV Board of Directors with drafting administrative decisions on admissibility of victims in the Lubanga and Al Mahdi case;
  • Assist the TFV situation teams with any legal issue arising out of the implementation of Court-ordered reparations;
  • Monitor the development in potentially upcoming cases, notably the Ongwen case;
  • Participate in meetings and substantive discussions on issues arising in reparations cases, formulate minutes and draft materials;
  • Cite-checking and editing documents; and
  • Contribute to victim eligibility screening processes in the field.

Essential Qualifications

Education:

Advanced university degree in law; emphasis on international criminal law, public international law, international humanitarian law, international human rights law or other relevant focus. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

A minimum of 2 years of relevant professional experience with a first-level university degree, as indicated above. In possession of advanced university degree, no experience is required.

Knowledge, skills, and abilities:

  • Knowledge of Court-ordered reparations and the related reparations implementation mandate of the Trust Fund for Victims;
  • Proven track record of researching and drafting legal filings and reports, in particular in regards of reparations to victims;
  • Excellent analytical, drafting and reporting skills under time pressure;
  • Excellent stakeholder management skills;
  • Professional maturity and ability to monitor progress against agreed timelines, to honour commitments and take responsibility for short comings.

Knowledge of languages:

Proficiency in one of the working languages of the Court (English and French) is required. Knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
