The Role

The Senior MEAL Officer is to provide MEAL support for Oxfam and partners in Gambella under supervision of Project manager. He/she is responsible for development and implementation of monitoring, evaluation, accountability, and learning (MEAL) tools and systems for Hilton project. This includes conducting, managing, and documenting key discrete MEAL milestones, events and processes, MEAL internal and external reporting, and knowledge management between project team and partners. He/she is also responsible in leading/conducting different surveys, assessments, evaluations, post distribution monitoring etc related to the Hilton project.

KEY RESPONSIBILITIES

  1. Project Planning, MEAL System Development and Implementation :
  • Design and implement MEAL systems for Hilton project and support partners in MEAL Framework (log frame/results framework, IPTT, MEAL plan and DIP) and MEAL tools development, MEAL strategy and CAMSA;
  • Manage the data collection for project deliverables to demonstrate qualitative and quantitative changes overtime in collaboration with the project team through primary data collection as well as secondary sources;
  • Oversee project staff and partners in timely implementation of monitoring framework and tools, to ensure quality and consistent information is available on project performance and impact;
  • Oversee quality assurance of all field data collection exercises, data management, and analysis;
  • Contribute to timely and quality reporting on partners’ projects in all covered locations of the response, demonstrating accountability and learning;
  • Assist project teams and partners in the development of theory of change and logic models for new proposals;
  • Ensure that pruners’ projects have MEAL plans with adequate financial coverage.
  1. Capacity Building for project and Partners Staff :
  • Assist the partners in the design of their MEAL system. Organize relevant training and other capacity building events for partners to carry out proper MEAL activities;
  • Support the project team to identify MEAL priorities on in the Hilton project, and projects implemented through partners;
  • Provide technical guidance to project teams including partners with planning on the design and implementation of baseline/midline and other data requirements to support project analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), as well reporting of project progress;
  • Undertake periodic monitoring and technical support visits to project areas and partners office to assess progress against agreed MEAL system and recommend corrective actions as appropriate;
  • Ensure effective common understanding between Oxfam and partners on MEAL objectives and frameworks and organize orientation/workshops/training;
  • Assist project staffs and partners in identifying relevant areas on partner MEAL systems that need strengthening and aligning to the requirements of the individual project and overall partner’s organization’s MEAL objectives and requirements;
  • Work closely with project manager and partners to ensure appropriate feedback mechanisms are incorporated into project teams’ and partners’ projects;
  • Ensure the integration of ICT in MEAL functions.
  1. Accountability :
  • Develop and continuously update accountability strategy and lead on establishment of a feedback and compliant mechanisms in line with Oxfan standards;
  • Oversee and ensure quality assurance of feedback and compliant mechanisms;
  • Ensure the implementation of strong accountability and community feedback in the field office levels;
  • Share accountably findings with project teams and senior management.
  1. Learning and Knowledge Management
  • Contribute to project learning by preparing, analysing and disseminating data, lessons learnt, good practices, statistical, qualitative and anecdotal project’s evidence;
  • Support the project team and partners on the design, planning and conduct of key impact assessment exercises on project, thematic and crosscutting activities;
  • Conduct key thematic learning activities and processes for staff and partners;
  • Analyse documentation and reporting of project data, lessons learnt, and best practices for internal and external sharing;
  • Coordinate and produce key learning documents;
  • Organize reviews and learning events.
  1. Reporting, Sharing and Communications :
  • Support the project team in the consolidation of periodic quality reports to internal and external purposes;
  • Work closely with the Communication and Media team in the country office  to collect positive impact stories and photos from projects and prepare them to be used for shared learning;
  • Facilitate the collection and documentation of best practices and lessons learned across the project that will serve for scaling up of project’s good practices;
  • Review and comment on reports coming from partners and communicate issues that need to be corrected for smooth implementation of the project. Discuss with partners on project progress, challenges and the way forwards;
  • Ensure accurate reporting of project achievement as per donor requirements and apply MEAL framework and gender sensitive indicators to measure results.

What we are looking for

SKILS, Experience, Knowledge & Competencies

Essential :

  • MSc or BSc Degree from a recognized university/collage in Economics, Development studies, Statistics/Management or any other related areas that can bring added value to the job;
  • Minimum 4 years of proven ability & experience in programme monitoring, evaluation, accountability & learning (MEAL);
  • Knowledge and practice of SAFE programming and international standards like Core Humanitarian Standards (CHS), SPHERE, LEGS etc.;
  • Experience of working effectively within a large international agency including, in refugee response setting, previous experience with ECHO & UNHCR projects would be an added advantage;
  • Research background and knowledge of statistical packages (SPSS or STATA);
  • Good understanding of LNGOs Ethiopia;
  • Prior experience training/accompanying/learning in the;
  • Experience leading strategy development and implementation monitoring in collaboration with staff.
