Job Description (Roles and Responsibilities)

Main purpose of job :

This is an exciting opportunity to make a difference to one of the fundamental issues of our time, in one of the most climate vulnerable regions in the world. We are looking for a dynamic, passionate, and expert regional climate & environment adviser for the West Africa region (Cabo Verde, Senegal, The Gambia, Guinea-Bissau, Guinea, Sierra Leone, Liberia, Côte d’Ivoire, Ghana, Togo, Benin and Nigeria) based in the British Embassy in Dakar and reporting to the UK-based Pan-Africa Department.

Half of your time will be spent providing technical expertise to inform and guide the UK’s objective of driving national and regional action across West Africa, and especially the Francophonie, to tackle climate change and reverse the declines in our natural world in ways that promote sustainable, inclusive, and climate resilient growth. The other half of your time will be working to deliver the climate and environment objectives of the British Embassy in Dakar responsible for Senegal, Cabo Verde and Guinea Bissau.

Roles and responsibilities:

West Africa Coordination 50%

  • Reporting to Pan-Africa Department in the UK, be a strong partner to the UK’s Energy, Climate and Environment Directorate in delivering the UK’s climate and environment ambitions in West Africa.
  • Coordinate communication on UK climate change and environment policy and programming between the UK embassy network in West Africa and central government departments.
  • Support posts in shaping and driving forward delivery of UK climate change and environment commitments in each country and the region as a whole.
  • Help develop a pipeline of ICF programmes on climate and nature interventions, tailored to the development aspirations of recipient countries.
  • Support the UK’s network of diplomats to champion action on climate and nature with host country governments (including providing briefings, presentations, and resources to the network for use in diplomatic engagement with host governments).
  • Support and, where appropriate, help develop country-level strategies, plans and programmes that respond to country needs and commitments as demonstrated in Nationally-Determined Contributions, Long-Term Strategies and National Adaptation Plans.
  • Build and maintain relationships with key regional bodies (multilateral, inter-governmental, non-governmental) to mainstream climate and nature into policy and investment processes and plans at regional and national levels.
  • Provide technical advice to colleagues on climate and environment programming to maximise the impact of UK support.
  • Coordinate capacity building opportunities, to increase skills and expertise across the network, to support more effective delivery of UK climate and environment objectives.
  • Help shape climate messaging for external communications to best demonstrate UK objectives and efforts in this area, alongside communications colleagues.

Senegal, Cabo Verde and Guinea-Bissau 50%

Work closely with HMA, DHM, Economic & Climate Officer and Manufacturing Africa Adviser to lead British Embassy Dakar’s climate & environment work. This will include:

  • Lead on the delivery of the climate objectives in the Senegal, Cabo Verde and Guinea Bissau Country Business Plan, including on alignment with Paris agreement, COP outcomes and the SIDS agenda.
  • Monitor and analyse Senegal, Cape Verde and Guinea Bissau’s climate policies, including NDC implementation, and suggest engagement to support progress on implementation and meaningful participation in UNFCCC COPs.
  • Lead on engagement and advocacy with Senegal’s government, private sector, civil society and international partners that contribute to achieving Senegal’s NDC and climate treaty COP announcement commitments (e.g. Net Zero).
  • Lead on Senegal’s Just Energy Transition Partnership for the embassy, working closely with London and G7 leads France and Germany.
  • Be the main point of contact for other UK Government Departments including with DEFRA’s Blue Planet Fund engagement and for DESNZ programmes.
  • Understand, map and improve access to climate finance funds and mechanisms to support delivery of our objectives. Liaise with London on central efforts to increase climate finance in LDCs and SIDS.
  • Identify and leverage existing UK centrally-managed programmes active in Senegal, Cabo Verde and Guinea-Bissau, and map wider opportunities to mobilise CMPs or UK funding opportunities.
  • Contribute to the running of the embassy e.g. participating in corporate committees, promoting learning and development, etc.

Resources managed:

  • The main means of working will be through matrix management/coordination of a distributed team but you will have an important responsibility in advising on and monitoring climate & environment programmes, including the possibility of direct management of programmes in the future.

Essential qualifications, skills and experience

  • Strong interest in and at least 5 years’ experience of working on climate and environment issues, preferably in West Africa.
  • Bachelor’s Degree in a relevant field, for instance, Earth Sciences, Public Policy, Public Administration or International Relations.
  • Understanding of international climate change, biodiversity and other environmental policy – including UNFCCC, CBD, UNCCD.
  • Excellent communication and interpersonal skills.
  • Experience of managing diverse and senior level relationships.
  • Self-starter with excellent task management, especially ability to work at pace and manage multiple pieces of work concurrently.
  • Excellent written English and French.
  • Excellent IT skills, including MS Office and MS Teams.
  • Language:  Fluent written and spoken English and French essential
  • Level of language required: Minimum level required C1 under the CEFR or equivalent.

Desirable qualifications, skills and experience  

  • Experience working for an organisation in a relevant field, for example, working for/with national or regional government, international organisations or agencies, preferably on climate change or environment.
  • Experience of working closely with a national government in Senegal and broader West Africa.
  • Knowledge or experience of designing and delivering Official Development Assistance programmes.
  • Knowledge of financial / budget management principles or previous financial management experience.
  • Knowledge or experience of project management and relevant skills.
