Responsibilities:

• Review existing work processes, service delivery and division of labour of the units with responsibilities over the areas described in the scope of work.
• Interact with clients, users, and the HR team and analyse business and service requirements to identify shortcomings and improvements to information, procedures, documents, and decision flows.
• Identify candidate processes to re-design/reengineer, prototype potential solutions and suggest a recommended course of action.
• Develop Service Level Agreements (SLA), Standard Operating Procedures (SOP) for all reengineered processes.
• Design an optimal division of labour for the functions concerned, including, touch points and information flows between the units.
• Develop a framework of improvements in the ERP system (SAP) that will support the required changes.
• Develop standard templates for operating procedures, business processes, and service level agreements.
• Engage key stakeholders in defining measures and reports of business services metrics (costs, turnaround time, quality) to develop proper SLAs.
• Develop training sessions using ITU’s Learning Management System for users in HR and clients.

Methodology:

The review will be carried out by the consultant using the following methodologies:

• Literature Review: Review existing documentation on business processes, structures, and operating procedures in the organization. Research industry best practices in similar organizations from different sectors.
• Consultations: Consult with HR staff, and Bureau, General Service, Regional and Area Office management clients to have a comprehensive review of the services provided by the areas within the scope of work. Consultation and close work with the relevant staff working in these functions will be critical.

CONCRETE DELIVERABLES

• Project plan strategy and timeline, including communications.
• Comprehensive review and inventory of business processes.
• Business Process review and redesign according to priorities.
• Service Level Agreements (SLA), Standard Operating Procedures (SOP) for all reengineered processes.
• Information management system for easy access to all documentation on processes.
• Proposal for optimal division of labour for the functions concerned, including touch points and information flows between the units.
• Standard templates for operating procedures, business processes, and service level agreements.
• Training sessions on new business processes.

COMPETENCIES

Strong knowledge of Business Process Reengineering (BPR).
Knowledge of HR Rules and Procedures within the UN System would be an advantage.
Strong analytical skills, computer skills and ability to use information technology as a tool and resource.

QUALIFICATIONS REQUIRED

Education : An advanced university degree or Bachelor’s degree with equivalent relevant experience in Human Resources, Business Administration, Process Reengineering or related discipline. Accredited in Lean, Six Sigma or other process improvement methodology.

Experience: Minimum seven (7) years progressive experience in business improvement and performance measurement projects. Demonstrated track record of reengineering business processes and driving adoption across an organization/department. Has managed functional processes and policies and/or projects. Experience of implementing continuous improvement processes. Has managed functional processes and policies and/or projects. Experience of implementing continuous improvement processes. Experience and knowledge of United Nations organizations, policies and working methods.

Languages: Fluency in English. Knowledge of French would be an advantage.
