DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Head of the Capacity and Digital Skills Development Division (CDS), and under the guidance of the Senior Project Manager, within the Digital Knowledge Hub Department (DKH) of the BDT, the Project Officer will perform the following duties:

  • Support the implementation of the ITU project “Capacity development for digital transformation”, in compliance with the ITU Project Management Manual, as well as with ITU internal rules and procedures.
  • Support the Senior Project Manager in the implementation and delivery of all project outputs according to the established work plan and the results framework, within the specified project tolerances of time, cost, quality, scope, risk, and benefits.
  • Contribute to the development of detailed project implementation plans for the implementation of all activities, including training plans, course evaluations, project sustainability arrangements and promotion strategies.
  • Contribute to the proper delivery of all training activities identified in the project and to the desired target audience. Collaborate closely with the ITU Academy team in the planning, design, and implementation of the training courses, as well the enhancement of the e-learning platform to cater to the needs of the project target audience.
  • Draft budget plans and identify cost estimates for the review of the supervisor and ensure the follow-up of implementation of budgets and activities for the project.
  • Support all recruiting, financial, procurement and other administrative processes related to the project implementation, in close collaboration with relevant ITU staff.
  • Collaborate closely with UNDP as the main project implementation partner in the delivery of the project activities as well as the overall management of the project. Collaborate with other partners in the delivery of training, including the ITU Academy Training Centres and other UN agencies as required.
  • Liaise with the ITU Academy team and provide technical, logistical and customer support to participants in the
    training courses delivered under this project.
  • Support the Project Manager in preparing necessary documents such as progress reports, annual reports, financial reports and detailed narrative reports deemed necessary by the project Steering Committee on the project achievements and deliverables and ensuring that all conditions in the Partnership Agreement with the European Commission are respected during the implementation process.
  • Contribute to the project’s communication and visibility plan.
  • Establish and maintain work relations with ITU colleagues from the Capacity and Digital Skills Development Division, other BDT Thematic Priorities, ITU Administrative Services, the ITU Regional Offices and the Project Steering Committee, as well as external partners.
  • Perform other related duties as assigned.

TECHNICAL COMPETENCIES

  • Ability to communicate complex concepts orally and to prepare written material in a clear, concise and meaningful manner.
  • Proven project management skills, including budget, activity, and data management, monitoring and performance evaluation. Certification on project management would be an asset.
  • Knowledge of e-learning platforms (e.g., Moodle), training development and delivery technologies and content management systems (e.g., Drupal).
  • Ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside ITU.

QUALIFICATIONS REQUIRED

Education: 

University degree in the field of education, international development, social science, training and development, engineering, programme/project management, information technology, or a related field OR education from a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.

Experience: 

At least three years of progressively responsible experience in managing projects/programmes in the context of international development, including at least two at the international level. An advanced degree in a related field can be considered as a substitute for one year of working experience. A doctorate in a related field can be considered as a substitute for two years of working experience.

Experience in the implementation of training and/or capacity development projects or activities in the field of digital development. Experience and knowledge of the conditions prevailing in the developing world and of technical cooperation activities, with preference for experience managing projects at country level.

Languages: 

Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration).
