The four deliverables of the consultants are:

1) Design and deliver an online strategic marketing training targeted at UNHCR in-country staff. Modules should include: how to engage with financial regulators and local financial service providers; the data and ability to convincingly present the risks of economic and financial exclusion; and the benefits that more inclusive financial markets bring to the overall economy (reducing informality, increasing domestic purchasing power, increasing the tax base and potentially promoting social cohesion). The training will be delivered in collaboration with the Global Cash Operation to ensure complementarity with the approaches and knowledge in place in the work with financial service providers. The training will target various staff including livelihoods officers, cash officers and other focal functions working on financial inclusion in the field. The training will take place twice to accommodate UNHCR staff in different time zones. A two-page summary will also be drafted to summarize the key talking points.

2) Develop a toolkit to assist UNHCR country operations in targeting their efforts and monitoring progress. The toolkit would be a guidance document with a matrix of realistic and context-specific ‘end goals’ for financial inclusion of FDPs at the level of enabling contexts. Defining indicators and standards of ‘success’ for each type of context would allow for comparative measures of progress between operations and better document the results of efforts and identify good practices. The toolkit will be anchored in the Livelihoods and Economic Inclusion Unit’s strategic document and will be presented by the consultant in an online workshop for country operations.

3) Support three UNHCR operations in Africa, Asia and the MENA region to develop an overall strategy for financial inclusion based on market analysis through desk review, including a roadmap for moving from the current situation to the target to be reached in 3 to 5 years. The consultant’s work will be preceded by a mission to each country. The findings will be summarised in a briefing for each country and presented by the consultant in an online workshop for UNHCR staff in the three countries.

4) Produce a brief report on two selected key corridors in Africa in relation to refugee community remittance flows by outlining the current regulatory environment in relation to refugee financial inclusion and digital cross-border payments. The report will identify areas where UNHCR and its development financial institutions partners should work with policymakers in the two countries to address some of the regulatory barriers and open up the market for the safe and efficient delivery of innovative remittance services.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

– Advanced university degree in international development, economics, finance or a related field;
– Solid knowledge of the financial inclusion sector, demonstrated by at least 10 years of experience working with and leading dialogue with financial institutions and agencies to develop and implement financial inclusion strategies, policies and reforms for underserved populations;
– Significant technical experience in providing capacity support to development and humanitarian actors in the area of financial inclusion, through training, policy papers, data analysis and field research;
– Experience working with UNHCR or other United Nations agencies on issues related to access to financial services;
– A solid understanding of the financial and socio-economic inclusion needs of refugees;
– Strong research, analytical and writing skills and previous publications on financial inclusion;
– Effective communication and public presentation skills;
– Excellent writing skills in English.
