TERMS OF REFERENCE

Under the direction of the ITU Regional Office for the Commonwealth of Independent States (CIS region) and using the International Research and Development Testing Center (IRDTC) lab equipment, the consultant will perform the following duties within two research tracks:

Track 1 “Study of the transmission of video images of augmented reality and holographic video images in high-speed networks 2030, as well as the development of recommendations for the quality of perception in them”:

  1. Study scenarios for transmitting augmented reality video images on a model network using various terminal equipment, such as augmented reality glasses and an augmented reality-enabled smartphone.
  2. Study scenarios for transmission of holographic video images on a model network using various terminal equipment, such as holographic fans and a projector with support for 3D images.
  3. Analyze transmission features of holographic video images and video images of augmented reality.
  4. Develop scales for assessing the quality of perception of the transmission of holographic video images and video images of augmented reality.
  5.  Develop recommendations for assessing the quality of perception for holographic video images and augmented reality video images.

Track 2 “Development of recommendations on the use of network coding to reduce delays in communication networks”:

  1. Analyze and classify the main methods and approaches of network coding based on an analysis of the recommendations and draft recommendations of the Telecommunications Standardization Sector of the International Telecommunication Union (ITU-T), as well as research achievements reflected in publications in journals and at high-level conferences, including publications of the last five years.
  2. Develop recommendations on the use of network coding at the physical layer of the network model.
  3. Develop recommendations on the use of network coding in conjunction with error-correcting coding methods.
  4. Develop recommendations on the use of network coding in data collection networks.
  5. Develop recommendations on the use of network coding in the protocols of the upper levels of the network model.
  6. Develop recommendations on the use of network coding to reduce delays in communication networks based on conducted analysis and research.

CONCRETE DELIVERABLES

  1. Report “Study of the transmission of video images of augmented reality and holographic video images in high-speed networks 2030, as well as the development of recommendations for the quality of perception in them” (in Russian).
  2. Report “Development of recommendations on the use of network coding to reduce delays in communication networks” (in Russian).
  3. Summary reports (in English).

COMPETENCIES

Extensive knowledge of telecom networking, QoS, QoE and NP parameters and related standards. Solid understanding of network coding and video data processing techniques. quality of service. Publications on QoS and traffic management in reputed scientific journals.

QUALIFICATIONS REQUIRED

Education: Advanced University degree in telecommunications/ICTs or a related field.

Experience: At least ten (10) years of progressively responsible experience in networking, including at least five at the international level. Proven experience in implementing R&D projects in the area of networking, traffic management. Experience participating in the ITU-T Study Groups.

Languages: Knowledge of  English and Russian at advanced level.
