Duties and Responsibilities

  1. Formulate the work programme and related budget; plan, set standards, and ensure the efficient and effective implementation of the activities of the Section, including management of its staff;
  2. Ensure the maintenance and enhancement of the quality management systems in line with best international practice as well as the promotion of a quality culture throughout the Secretariat;
  3. Lead the implementation, maintenance, and improvement of a comprehensive performance monitoring and reporting process in support of effective management oversight and the institutionalization of results-based management;
  4. Provide ongoing technical evaluation of the processes, procedures, and products of the verification programme; support the development and update of existing evaluation methods and procedures.
  5. Develop procedures to review the acceptance tests that will be used to validate each phase of the verification system implementation plans;
  6. Provide advice on the need for, and arrange for, external expertise on aspects of technical evaluation and quality management for which skills are not available in the PTS;
  7. In collaboration with the Internal Audit Section, provide as required independent and objective advisory services to managers and independent and objective assessment and assurance services in a systematic and objective manner and strengthen synergy through joint activities with Internal Audit;
  8. Develop and present documentation and reports on quality management and performance monitoring to PTS senior management and the Policy-Making Organs;
  9. Perform other duties as assigned.

Education

Advanced university degree in engineering, sciences, or business administration with proven work experience in relevant disciplines such as geophysics, radiation and nuclear physics.

Work Experience and Qualifications

  • At least ten (10) years of progressively responsible professional experience in quality management and evaluation in a scientific or technical organization, part of which should have been in an international environment or one that embraces cultural diversity;
  • At least five (5) years of experience in a managerial position with proven ability to manage staff and complex programmes and projects;
  • Capacity to provide leadership and guidance demonstrating a high sense of objectivity and professional integrity, as well as ability to build trust and to manage, lead and motivate a large and diverse group of staff in a multicultural environment with respect for diversity;
  • Demonstrated ability and initiative, political sensitivity, tact and excellent judgement, including strong analytical and negotiation skills.

Languages

  • Excellent written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
