Under the overall direction of the PRIDA Project Manager, the consultant will:

  1. Define all technical assistance related activities terms of reference (ToR).
  2. Define expected activities and outputs for the senior consultants to be recruited.
  3. Define work plans.
  4. Recommend timelines.
  5. Define the degree of specialization required for the assignment.
  6. State knowledge, qualifications, experience, and skills required for the assignment.

CONCRETE DELIVERABLES

  1. The Terms of reference are developed for all the PRIDA project remaining technical assistance activities.
  2. The Senior consultants’ terms of reference are defined and fully detailed (qualifications, skills, and experience).
  3. For each set of activities, the work plans are fully developed, including recommended timelines.

COMPETENCIES

  • Excellent technical writing skills and Computer literacy.
  • Strong analytical skills with conceptual understanding.
  • Strong, proven functional skills in analytical writing, and producing reports.
  • Excellent demonstrated ability to be flexible and work under tight deadlines in an independent working environment.
  • Familiar with the technical needs of African policy makers and regulators.
  • Ability to deliver consulting services in the most professional, effective, and efficient manner.
  • Strong analytic skills to be able to determine the best applicant for consultancy.

QUALIFICATIONS REQUIRED

Education: University degree in the field of Information Communication Technology (ICTs), Spectrum Management, Telecommunication, or related fields. An advanced degree would be an advantage.

Experience: At least seven (7) years of experience in the ICT and related fields with proven experience in Spectrum Management.

Languages: Knowledge of English and French at advanced level.
